"Clean and Green" & "Clean and Lien"
Action Plan Participant:
City of Fall River

The Clean and Green Program is a compendium of action items and philosophies for adoption by government, business and residents to clean up the City and keep it clean. The City has also developed a “Clean and Lien” plan for prompting property owners of vacant, littered lots to clean up. Those who do not after proper notice will have a lien placed on their property to cover the cost of cleaning performed by the City.

2, A)    Cleaner Streets and Parks

Goal:

To improve the cleanliness of city streets and private property through a program of incentives and penalties.

Method(s):

1) General cleanliness along city streets, parkways and public ways; 2) prosecution of illegal dumping; 3) liens on vacant lots that are not cleaned up; and 4) adoption of entrances to the city by private sponsors.

Indicators:        Reduction in illegal dumping, increase in clean streets, parks and public and private areas of the city
Progress: The City of Fall River has implemented several ongoing initiatives designed to clean up and maintain cleanliness on a citywide basis. The Department of Public Works aggressively prosecutes illegal dumping and disposal of bulky items. The Department of Health and Human Services enforces the State Sanitation Code through the Clean and Lien program and through direct assessment of fines on violators.
